Exhibit 1 <br />PARKLAND RECOMMENDATIONS <br />Over the next 10 years, the City of Santa Ana <br />will enhance its park system through new <br />park acquisition and development, as well as <br />through improvements, enhancements, and/ <br />or restoration of existing sites. All parks and <br />facilities also will require quality maintenance, <br />and the desired maintenance level of service <br />for a site may change once a park is developed <br />or improved. All sites also will require the <br />City's ability to replace or reinvest in amenities <br />and facilities at the end of their lifecycles. The <br />Park Master Plan describes these types of <br />recommendations to support quality parks and <br />recreation opportunities for all. <br />A detailed site recommendations matrix, <br />presented in Appendix C, identifies site <br />interventions, capital projects, and maintenance <br />needs for every existing and proposed park site <br />for the City's future park system. It categorizes <br />recommended capital projects to make it <br />easier to identify the range and types of <br />funding that may be needed to carry out these <br />recommendations. (See Chapter 8 for details on <br />estimated costs and funding options.) <br />City Council <br />PARKLAND RECOMMENDATIONS BY <br />CATEGORY <br />Appendix C defines recommended projects by <br />type and presents a matrix to show how these <br />recommendations apply to each existing and <br />proposed park site. <br />Recommended Site Interventions <br />• Site Intervention: Explore opportunities to <br />expand existing parks, enhance recreation <br />features to attract residents from greater <br />distances, and/or improve access to existing <br />sites where noted. These are the interventions <br />to existing parks that will help serve the park <br />gap areas and increase parkland as noted in <br />Chapter 4. The following apply to existing <br />sites only: <br />• Expand site <br />• Enhance the park to serve a greater area <br />(and attract residents from farther away) <br />• Improve access <br />14-96 <br />Recommended Capital Projects <br />• Acquire/Develop: Where noted, obtain new <br />parkland, design and develop parks (either <br />alone or through partnership), and build new <br />major facilities where recommended. Action <br />items include: <br />• Acquire or expand park <br />• Master plan or design park <br />• Develop park <br />• Develop park or facility through partnership <br />• Add major facility <br />• Improve/Enhance: Renovate key parks to <br />improve aging and old infrastructure and add <br />to the recreation opportunities available at <br />key sites. As noted in Appendix C, the scale <br />of improvements may range from improving <br />comfort amenities, to making minor or major <br />site renovations, to renovating major facilities. <br />Action items include: <br />• Improve comfort amenities (benches, <br />tables, restrooms, etc.) <br />• Make minor enhancements <br />• Make major enhancements <br />• Renovate a major facility <br />• Repair/Restore: Revitalize declining <br />landscape areas and convert turf to native <br />plantings to reduce water costs. Action items <br />include: <br />• Convert turf to native plantings <br />• Enhance landscaping and plantings <br />Ongoing Stewardship <br />• Maintain: Provide a standard or enhanced <br />level of maintenance for developed facilities <br />and steward natural areas, lakes, and the tree <br />canopy with particular attention on key sites <br />with more extensive natural features. Different <br />levels of maintenance are noted: <br />• Standard maintenance <br />• Enhanced maintenance <br />• Natural resource stewardship <br />• Reinvest/Replace: Set aside funding for <br />the replacement of old, damaged, or worn <br />facilities in all existing, planned, proposed <br />and expanded parks to have funds on hand <br />when needed.
