Mr. Blair is a member, and past President, of Chapter 2 (San Francisco/Santa Rosa) and <br />member of Chapter 1 (Los Angeles) of the International Right of Way Association (IRWA). DM&A commits to dedicating all labor hours necessary to complete appraisal <br />assignments for this project at the highest of quality in a timely and efficient manner. <br />d) Understanding of Need: <br />DM&A has worked with nearly every major California public agency in providing eminent domain <br />and right of way specialty appraisal services. <br />In performing business valuation/goodwill loss appraisal services to the City of Santa Ana Public <br />Works Agency, DM&A will perform the necessary research, investigation, and analysis to <br />provide written appraisal reports in compliance with the standards of the Uniform Standards of <br />City Council 5 <br />28 — 30 5 J/ /o n <br />
