PIGROM, ASA <br />PARTNER <br />FFME APPRAISAL <br />PROFESSIONAL BACKGROUND <br />Mr. Pigrom joined Desmond, Marcello & Amster in 2005 as a fixtures and equipment appraiser. <br />He later became Senior Manager - Tangible Assets in 2009 and Partner in 2021. He has <br />successfully completed hundreds of appraisal assignments in connection with eminent domain <br />proceedings. His appraisal experience includes a wide variety of business types in the <br />manufacturing, retail, and service sectors. Representative projects include the appraisal of <br />mobile homes, industrial machinery and equipment, retail shopping centers, distribution <br />facilities, restaurants, billboards, and service stations. His experience in eminent domain <br />includes coordinating appraisal activities with real estate appraisers to avoid duplication of <br />compensation and making determinations of equipment classifications under California Code of <br />Civil Procedure §1263.205. <br />Mr. Pigrom has prepared fixture and equipment appraisals for numerous agencies across <br />California including Caltrans, Los Angeles Metropolitan Transportation Authority, Riverside <br />County Transportation Commission, City of Corona, City of Santa Ana Public Works, San <br />Bernardino County Transportation Authority, and Orange County Transportation Authority. <br />Having testified at deposition and at trial as an expert witness regarding fixtures and equipment <br />valuation, Mr. Pigrom assists attorneys with litigation support services in his area of expertise. <br />Prior to joining DM&A, he had more than two years of experience managing plant operations at <br />a local bottling company. <br />Mr. Pigrom has given presentations to various IRWA, industry, and attorney groups. The <br />subjects of the presentations were Acquiring Commercial Property: When Appraisal and <br />Relocation Issues Overlap, Valuation of Fixtures and Equipment Under Eminent Domain Law, <br />Appraisal in the COVID Era, and Date of Value: Why It Matters. <br />PROFESSIONAL AFFILIATIONS <br />Mr. Pigrom is an Accredited Senior Appraiser (ASA) of the American Society of Appraisers in <br />the Machinery and Technical Specialties discipline and a member of the International Right of <br />Way Association (IRWA). <br />EDUCATION <br />Mr. Pigrom graduated from Loyola Marymount University in June 2002 with a bachelor's degree <br />in business administration with an emphasis in business law and a minor in history. <br />City Council 3 28 — 252 5/ <br />1��m <br />
