He has <br />developed extensive expertise in the nuances of appraising fixtures and equipment within the <br />context of eminent domain law and has given expert testimony in support of litigation. <br />Mr. Lacey graduated from UCLA with a bachelor's degree in geography, with an emphasis in <br />urban planning.
