Scope of Work 4.1 <br />Neutral Ground- Youth Violence Prevention <br />Program Component Descriptions: <br />Neutral Ground proposes to implement and facilitate an intervention model that has produced favorable results in many cities and <br />counties throughout California. The purpose of the Neutral Ground- Youth Violence Prevention Program (NG-YVP) is to facilitate <br />effective outreach and increase prevention efforts. In collaboration with Santa Ana Police Department, Santa Ana School Police, and <br />the Orange County Probation Department, a referral continuum will be established between our law enforcement partners and the <br />NG-YVP team. Youth of families victimized by violence and/or siblings of juvenile -justice involved youth and/or students showing <br />sudden changes in behavior, especially those demonstrating aggression will be referred to NG-YVP for restorative practices, support <br />services and linkages, and case management. To address the trauma -informed goal of the program, the Adverse Childhood <br />Experiences (ACE) Survey will be administered to all participants at time of enrollment. This trauma -focused screening tool will assist <br />providers to determine the level of intervention and targeted referrals/linkages needed for participants. Special attention will be <br />paid to youth/students who have been severely impacted emotionally, academically, and financially (home/basic needs) as a result <br />of the COVID-19 crisis. The ultimate goal is to redirect participants back to a positive trajectory and reconnect them to programs, <br />their schools, positive influences, and their family to build a violence- free, strong, healthy, and meaningful future. <br />Development of referral system with law <br />Begins <br />Seamless continuum of referrals of at -risk youth in need of <br />enforcement partners (SAPD, SA School <br />March <br />NG-YVP services will be developed and sustained on a <br />Police, OC Probation) <br />2022- <br />continuous basis from law enforcement partners. <br />See letter of support from Santa Ana <br />continues <br />School Police, as well as the Memorandum <br />through <br />Referrals will also include the siblings of victims of <br />of Understanding which is already active <br />March <br />violence/other criminal victimization. <br />with SASP as well as OC Probation. <br />2023 <br />Staff Recruitment and Training <br />March- <br />Staff with experience with youth and the SA community <br />April 2022 <br />who are bilingual Spanish speakers will be recruited for <br />and <br />positions. Staff will be trained in crisis response, safety, <br />ongoing <br />de-escalation techniques and case management primarily <br />through the Urban Peace Institute and expert consultants <br />and community -based agencies. <br />Case Management Services <br />Referrals <br />Minimum of 20-40 unduplicated youth will receive <br />will begin <br />intensive case management services each semester by the <br />— April <br />Program Supervisor, Case Manager, and the Master of <br />2022- <br />Social Work Interns. (Minimum of 80 per year) <br />ongoing <br />Participant Survey/Assessment <br />Ongoing <br />Adverse Childhood Experience (ACE) Survey will be <br />administered to all participants at time of enrollment. <br />Staff will address common issues experienced by <br />participants in healing circles or individually at the end of <br />case management sessions. <br />Restorative Circles <br />Occur <br />50% of the 80 NG-YVP participants will engage in a <br />Weekly- <br />minimum of 6 restorative circles after their case <br />ongoing <br />management meetings with staff. The focus of the RP <br />Circles will be to prevent and redirect youth who are at - <br />risk. Research is clear about family and sibling risk factors - <br />this program will mitigate and increase healing, reduce <br />
