Approve an appropriation adjustment to recognize $80,000 of prior -year fund balance in the Federal Clean Water Protection fund, Prior Year Carryforward revenue account and appropriate the same amount into the Federal Clean Water Protection Enterprise, Improvements Other Than Building expenditure account. (Requires five affirmative votes) 2. Reject all bids received on February 1, 2022, for construction of the Stormwater Channel Fencing Upgrades Project, due to changes in the scope of work. 3. Award a construction contract to Quality Fence Co., Inc., the lowest responsible bidder, in accordance with the base bid plus bid alternate, in the amount of $415,965, for construction of the Stormwater Channel Fencing Upgrades Phase II FY 2021-22 Project, for the term beginning June 21, 2022 and ending upon project completion, and authorize the City Manager to execute the contract subject to non -substantive changes approved by the City Manager and the City Attorney. 4.
