billboards and any subsequent environmental documentation. The City shall determine the <br />level of environmental review required. The Company shall be responsible for all costs <br />associated with such review and compliance, if any, including noticing costs, filing fees, <br />staff costs, administrative costs and consultant fees. <br />e. The Company shall develop a comprehensive community outreach and communication plan <br />for each location. The plan shall include three (3) or more community meetings for each <br />location. The Company shall coordinate with the City regarding the date, time, and location <br />of each meeting and shall prepare and produce all needed outreach material and provide all <br />necessary equipment and technology to conduct the meetings at neighborhood association <br />locations or at various field locations. Company shall report to the City all issues and <br />concerns expressed by the community immediately. The Company shall address, to the <br />satisfaction of the community and City, all questions and concerns raised at the meetings <br />and shall document the resolution reached between the Company and the community <br />representatives and the neighborhood association members. <br />B. Specifications <br />a. Current best available digital -banner technologies are required, including but not limited to <br />the following: <br />i. Remote diagnostic and maintenance capability <br />ii. "Amber Alert" capability <br />iii. Automatic brightness adjustment to ambient lighting conditions <br />iv. UL and IEC approved <br />v. Color calibration to ensure consistent image quality <br />vi. Remote shutdown capability <br />vii. Screen sizes and pixel dimensions <br />viii. Unless otherwise specified in this Agreement, it is assumed that each digital banner will <br />be single -sided <br />b. At the time of this Agreement, the City is in the process of revising its off -premises <br />commercial advertising signs ordinance ("Ordinance"). The requirements that are <br />anticipated to be included in the Ordinance are presented below in sections C through G. <br />Company shall comply with these requirements, as well as the requirements generally <br />encountered on similar projects of size and scope. Once adopted, the Company shall abide <br />by the Ordinance in effect. <br />C. Construction and operation requirements: <br />i. Regularly scheduled onsite maintenance in accordance with manufacturers' <br />recommendations <br />ii. Annual inspections, at a minimum, of all components of the banner for structure <br />integrity <br />iii. Internal service access for safety and improved appearance (no visible catwalks) <br />iv. Constructed to comply with all applicable City codes <br />v. Engineered foundation, anchoring mechanism, and support system <br />vi.
