City of Santa Ana CDBG Scope of Work
Program Year 2023-24 (July 1, 2023 - June 30, 2024)
Name of Organization Community Action Partnership of Orange County
Name of Funded Program Economic Empowerment
Annual Accomplishment Goal
Unduplicated Participants anticipated to be served during the 12-month contract period.
45 TOTAL I 1 451 Santa Ana Participants 1 100%1 1 451 Low Income Participants 1009/6
Schedule of Performance
Unduplicated
(estimated)
Quarter 1: JUL 1 - SEP 30
Quarter 2: OCT 1 - DEC 31
Quarter 3: JAN 1 - MAR 31
Quarter 4: APR 1 - JUN 30
Program and Funding Description
11
Estimated
Invoicing
M27090.00
Community Action Partnership of Orange County (CAP OC) humbly requests funds of $54,180 over a
two-year period to offer Economic Empowerment workshops targeting low-income adults and youth in
and around Santa Ana. Clients will participate in sessions that provide tools that develop habits to
increase financial well-being. The pandemic created extreme financial hardships for many individuals and families
living in Santa Ana.
As our communities recover from the pandemic, and the extreme financial hardships that came from job
losses, wage reductions and other difficulties, CAP OC's program will continue to build upon the three
years this program has operated in the Santa Ana community and we anticipate that 25%of participants will
improve their cash management, 25%will improve their debit/credit management, 25%will improve their savings
management, and 10%to 20%will improve their financial stability management.
CAP OC utilizes the Consumer Protection Bureau's Your Money, Your Goals (YMYG) curriculum and
evaluation measurements. The YMYG curriculum is extensive, and we have chosen cash management,
debt and credit, savings management, and insurance (auto, home owner, renter, and life), the final
measure of financial stability, as relevant topics within a S-week series format that ensures high
attendance and graduation rates. We restricted access to our facilities in March of 2020, and transitioned to virtual
service deliveryviaZoom nearly overnight. We launched a Financial Empowerment Facebook community with live
sessions that are then posted for viewing anytime. This new format has provided more scheduling options and
location and transportation are not as relevant. We are preparing to transition back to an in -person format but will
likely continue the virtual sessions.
CAP OC would target low-income families, especially those with young children, living in Santa Ana,
who are at high -risk for homelessness; including current clients and referrals from other partner
organizations such as the Santa Ana Unified School District. One hundred percent of all current CAP OC
clients are low-income, as defined by Federal Poverty Level guidelines. CAP OC would like to continue
this program to help strengthen and empower low-income individuals and families to reach financial goals and
improve stability.
EXHIBIT A
