<br />BUSINESS CALENDAR
<br />Public Hearing:The Planning Commission decision on Conditional Use Permits,
<br />Variances, Tentative Tract and Parcel Maps, Minor Exceptions, Site Plan Review, and
<br />Public Convenience or Necessity Determinations are final unless appealed within 10
<br />days of the decision by any interested party or group (refer to the Basic Meeting
<br />Information page for more information). The Planning Commission recommendation
<br />on Zoning and General Plan amendments, Development Agreements, Specific
<br />Developments, and Specific Plans will be forwarded to the City Council for final
<br />determination. Legal notice was published in the OC Reporter on April 27, 2022 and
<br />notices were mailed on said date.
<br />1.Density Bonus Agreement Application No. 202201 – Pedro Gomez, Case
<br />Planner
<br />Project Location: 1411 North Broadway
<br />Project Applicant: Brateil Aghasi, representing WISEPlace, on behalf of
<br />WISEPlace, a California nonprofit public benefit corporation (Property Owner).
<br />Proposed Project: The applicant proposes to construct a 48unit permanent
<br />supportive housing community. In order to facilitate the construction of the project,
<br />the applicant is requesting approval of Density Bonus Agreement (DBA) No.
<br />202201 to utilize waivers from development standards and/or development
<br />concessions as permitted pursuant to California Government Code sections
<br />65915 through 65918 and as implemented by the Santa Ana Municipal Code
<br />(SAMC) Sections 411600 through 411607.
<br />Environmental Impact: In accordance with the California Quality Environmental
<br />Act (CEQA), the recommended action is exempt from CEQA per Section 15194
<br />(Affordable Housing Exemption). This exemption applies to development projects
<br />for affordable housing that meet the threshold criteria set forth in Section 15192;
<br />are not located on a site more than five acres in area; are located within an
<br />urbanized area with a population density of at least 5,000 persons per square
<br />mile, and immediately adjacent to qualified urban uses; and that consist of the
<br />construction of 100 or fewer residential housing units that are affordable to low
<br />income households. Therefore, no additional environmental review is required.
<br />Based on this analysis, a Notice of Exemption, Environmental Review No. 2022
<br />05 will be filed for this project.
<br />Recommended Action: Adopt a resolution approving Density Bonus Agreement
<br />Application No. 202201 as conditioned.
<br />Minutes: Commissioner Ramos asked questions to staff regarding the
<br />definition of atrisk of homelessness for access to the development.
<br />Commissioner Alderete asked question regarding story preservation of the
<br />property. Commissioner Calderon asked question regarding unit size and
<br />maximum capacity of studio size. Chair Morrissey asked questions related to
<br />parking (assigned, opened, etc.). Applicants addresses commission and spoke
<br />in favor of the matter. Casey Harris, project manager for the site provided
<br />answers and comments for the commission. Commissioner Woo asked
<br />applicant questions regarding system of care for the discussed population. Rep
<br />from applicant business provided public comment. Commissioner Ramos
<br />provided comments.
<br />Chair Morrissey opened the Public Hearing.
<br />Recording Secretary reported that written communication was received.
<br />Becks Hayho with United Way – spoke in support and favor of the matter.
<br />There were no other speakers and the Public Hearing was closed.
<br />2.Site Plan Review No. 202201 And 202202 – Pedro Gomez, Case Planner
<br />Project Location: 826 & 830 North Lacy Street
<br />Project Applicant: Jaymie Fisher (applicant) representing Habitat for Humanity,
<br />on behalf of the City of Santa Ana Housing Authority (Property Owner).
<br />Proposed Project: Applicant is proposing approval of two new singlefamily
<br />residences on two vacant properties at 826 and 830 North Lacy Street in the
<br />historic French Park neighborhood. The residences are proposed as a twostory
<br />“Victorianstyle” home approximately 1,869 square feet in size and a singlestory
<br />"Craftsmanstyle" home approximately 1,538 square feet in size.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act
<br />(CEQA) and the CEQA Guidelines, the project is exempt from further review
<br />pursuant to Section 15301 of the CEQA Guidelines (Class 3/New Construction)
<br />because the project consists of the construction limited numbers of new residential
<br />structures. Based on this analysis, Notice of Exemption, Environmental Review
<br />Nos. 202144 and 202145 will be filed for this project.
<br />Recommended Action: Adopt a resolution approving: Site Plan Review No.
<br />202201 as conditioned, and Site Plan Review No. 202202 as conditioned.
<br />Minutes: Commissioner Ramos recused themselves from the vote due to being
<br />within the project area. Legal review to confirm need for recusal.recess at 6:20
<br />p.m. Confirmed that Commissioner Ramos must recuse herself from the item.

<br />questions.
