In order to facilitate the construction of the project,the applicant is requesting approval of Density Bonus Agreement (DBA) No.202201 to utilize waivers from development standards and/or developmentconcessions as permitted pursuant to California Government Code sections65915 through 65918 and as implemented by the Santa Ana Municipal Code(SAMC) Sections 411600 through 411607.Environmental Impact: In accordance with the California Quality EnvironmentalAct (CEQA), the recommended action is exempt from CEQA per Section 15194(Affordable Housing Exemption). This exemption applies to development projectsfor affordable housing that meet the threshold criteria set forth in Section 15192;are not located on a site more than five acres in area; are located within anurbanized area with a population density of at least 5,000 persons per squaremile, and immediately adjacent to qualified urban uses; and that consist of theconstruction of 100 or fewer residential housing units that are affordable to lowincome households. Therefore, no additional environmental review is required.Based on this analysis, a Notice of Exemption, Environmental Review No. 202205 will be filed for this project.Recommended Action: Adopt a resolution approving Density Bonus AgreementApplication No. 202201 as conditioned.Minutes: Commissioner Ramos asked questions to staff regarding thedefinition of atrisk of homelessness for access to the development.Commissioner Alderete asked question regarding story preservation of theproperty. Commissioner Calderon asked question regarding unit size andmaximum capacity of studio size. Chair Morrissey asked questions related toparking (assigned, opened, etc.). Applicants addresses commission and spokein favor of the matter. Casey Harris, project manager for the site providedanswers and comments for the commission. Commissioner Woo askedapplicant questions regarding system of care for the discussed population. Repfrom applicant business provided public comment. Commissioner Ramosprovided comments. Chair Morrissey opened the Public Hearing.Recording Secretary reported that written communication was received. Becks Hayho with United Way – spoke in support and favor of the matter. There were no other speakers and the Public Hearing was closed. 2.Site Plan Review No. 202201 And 202202 – Pedro Gomez, Case PlannerProject Location: 826 & 830 North Lacy StreetProject Applicant: Jaymie Fisher (applicant) representing Habitat for Humanity,on behalf of the City of Santa Ana Housing Authority (Property Owner).Proposed Project: Applicant is proposing approval of two new singlefamilyresidences on two vacant properties at 826 and 830 North Lacy Street in thehistoric French Park neighborhood. The residences are proposed as a twostory“Victorianstyle” home approximately 1,869 square feet in size and a singlestory"Craftsmanstyle" home approximately 1,538 square feet in size.Environmental Impact: Pursuant to the California Environmental Quality Act(CEQA) and the CEQA Guidelines, the project is exempt from further reviewpursuant to Section 15301 of the CEQA Guidelines (Class 3/New Construction)because the project consists of the construction limited numbers of new residentialstructures. Based on this analysis, Notice of Exemption, Environmental ReviewNos. 202144 and 202145 will be filed for this project.Recommended Action: Adopt a resolution approving: Site Plan Review No.202201 as conditioned, and Site Plan Review No. 202202 as conditioned.Minutes: Commissioner Ramos recused themselves from the vote due to beingwithin the project area.
