These may be strictly for information <br />gathering purposes, or as part of a study leading to an action which a public <br />agency has not yet approved, adopted, or funded. <br /> <br />Recommended Action: Approve General Plan Consistency Finding for the <br />Fiscal Year 2022-2023 Capital Improvement Program (Non-General Fund) <br /> <br />Minutes: Commissioners provided no disclosures. <br /> <br />Commissioner Woo asked: <br /> What other agencies are associated with the Streetcar that can <br />facilitate completing the project? <br />o Staff provided information as to what the next steps were for the <br />project and other agencies. <br /> Are previous allocations that were not completed included in this <br />proposed plan? <br />Commissioner Ramos asked: <br /> Will the improvements in the Woolard neighborhood for the sewer and <br />the main water line help with drainage and rainwater? <br />o Staff clarified that sewer and rainwater are separate from the <br />storm drain improvement. <br /> What percentage of the utility, drainage, and lighting improvements will <br />be utilized for drainage? <br />o Staff will provide a specific percentage breakdown at a later <br />time. Most of the allocation will go to water and sewage. <br />Chair Morrisey asked: <br /> Is water capacity being addressed in the Capital Improvement Project <br />(CIP) in response to the drought? <br />o Staff will determine what additional resources are available to <br />address the drought. <br /> Are the well rehabilitation projects utilized to include water capacit y? <br />o Staff provided that water capacity is a factor for the well <br />rehabilitation projects. <br /> Will the Urban Forest maintenance be included in the street <br />improvement allocation of the CIP? <br />o The CIP is intended for capital expenditures. Maintenance would <br />be considered under a different allocation of the budget, not as a <br />capital improvement. The Urban Forest is not part of the CIP. <br />Commissioner McLoughlin asked: <br /> Are traffic mitigations included in the CIP? <br />o Staff stated that safety and mobility are funded through specific <br />grants and must abide by the regulations of those grants. <br /> What is the success rate of the implementation of previous traffic <br />mitigation plans? <br />6/13/2022 <br />Planning Commission a –2
