Planning and Building Agency <br />Item # 5 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Planning Commission Staff Report <br />June 13, 2022 <br />Topic: Fairview Bridge Replacement and Street Improvements Project. <br />RECOMMENDED ACTION <br />Adopt a resolution approving the Fairview Bridge Replacement and Street <br />Improvements Project for conformance with the City of Santa Ana General Plan <br />Circulation Element (Non-General Fund) <br />EXECUTIVE SUMMARY <br />Adopt a Resolution determining the Fairview Bridge Replacement and Street <br />Improvements is in conformance with the City of Santa Ana General Plan Circulation <br />Element. <br />DISCUSSION <br />Fairview Street is classified as a north-south Major Arterial in the City’s General Plan <br />Circulation Element and the County of Orange Master Plan of Arterial Highways. <br />Improving Fairview Street from 9th Street to 16th Street has been a long-term priority <br />project. The proposed Project would widen Fairview Street from two lanes to three lanes <br />in each direction. Additionally, the Fairview Street Bridge would be replaced with a new <br />six-lane bridge (three lanes in each direction), including a complete bridge deck with <br />barrier rails, raised barrier for sidewalk and bicycle path, a raised median, and lighting. <br />The purpose of the proposed project is to improve pedestrian/bicyclist safety and traffic <br />flow on Fairview Street. <br />Currently, south of Ninth Street, Fairview Street provides three lanes in each direction, <br />which are reduced to two lanes in each direction north of Ninth Street, across the existing <br />four-lane bridge, to Sixteenth Street. In addition, there are no sidewalks, bikeways, or <br />lighting on the existing bridge. Pedestrians and bicyclists currently use the roadway <br />shoulder to cross the bridge. The project will improve mobility for motorists, bicyclists and <br />pedestrians, and accessibility by installing raised barrier to separate the motorist from <br />pedestrians and bicyclists on the bridge. <br />6/13/2022 <br />Planning Commission 5 –1
