Cabrillo at First Mixed-Use Residential <br /> Air Quality, Global Climate Change, HRA, and Energy Impact Analysis <br /> 37 19386 <br />Local Air Quality Impacts from On-Site Operations <br /> <br />Project-related air emissions from on-site sources such as architectural coatings, landscaping equipment, on- <br />site usage of natural gas appliances as well as the operation of vehicles on-site may have the potential to <br />exceed the State and Federal air quality standards in the project vicinity, even though these pollutant <br />emissions may not be significant enough to create a regional impact to the Air Basin. Multi-family residential <br />uses are located approximately 155 feet (~47 meters) northeast and a school use is located as close as <br />approximately 450 feet (~137 meters) east of the project site. <br /> <br />According to SCAQMD LST methodology, LSTs would apply to the operational phase of a project, if the <br />project includes stationary sources, or attracts mobile sources (such as heavy-duty trucks) that may spend <br />long periods queuing and idling at the site; such as industrial warehouse/transfer facilities. The proposed <br />project consists of the development of the site with mixed-use residential uses and does not include such <br />uses. Therefore, due the lack of stationary source emissions, no long-term localized significance threshold <br />analysis is warranted. <br /> <br />Operations-Related Human Health Impacts <br /> <br />Regarding health effects related to criteria pollutant emissions, the applicable significance thresholds are <br />established for regional compliance with the state and federal ambient air quality standards, which are <br />intended to protect public health from both acute and long-term health impacts, depending on the potential <br />effects of the pollutant. Because regional and local emissions of criteria pollutants during operation of the <br />project would be below the applicable thresholds, it would not contribute to long-term health impacts related <br />to nonattainment of the ambient air quality standards. Therefore, significant adverse acute health impacts as <br />a result of project operation are not anticipated. <br /> <br />Operations-Related Odor Impacts <br /> <br />Potential sources that may emit odors during the on-going operations of the proposed project would include <br />odor emissions from the intermittent diesel delivery truck emissions and trash storage areas. Due to the <br />distance of the nearest receptors from the project site and through compliance with SCAQMD’s Rule 402 no <br />significant impact related to odors would occur during the on-going operations of the proposed project. <br /> <br /> <br />376/27/2022 <br />Planning Commission 2 –90
