EMISSIONS REDUCTION MEASURES <br /> <br />CONSTRUCTION MEASURES <br /> <br />Adherence to SCAQMD Rule 403 is required. <br /> <br />No construction mitigation is required. <br /> <br />OPERATIONAL MEASURES <br /> <br />Mitigation Measure 1. All residential dwelling units within the project’s boundaries shall be required to install <br />high efficiency Minimum Efficiency Reporting Value (MERV) filters of MERV 13 or better as indicated by the <br />American Society of Heating Refrigerating and Air Conditioning Engineers ASHRAE) Standard 52.2, in the <br />intake of ventilation systems. Heating, air conditioning and ventilation (HVAC) systems shall be installed with <br />a fan unit power designed to force air through the MERV 13 filter. To ensure long-term maintenance and <br />replacement of the MERV 13 filters, the following shall occur: i) The developer shall provide <br />notification/disclosure to all future residents of the project site of the potential health risk from the I-5 <br />freeway, ii) the property owner shall inform residents of increased risk of exposure to diesel particulates from <br />the freeway when windows/doors are open and when outside at the recreation area. <br /> <br />METRO MIXED USE OVERLAY DISTRICT MMRP <br /> <br />As stated previously, the project site is located within the Metro East Mixed-Use Overlay District (MEMU). <br />The 2018 Mitigation Monitoring and Reporting Program (MMRP) for the Metro East Mixed-Use Overlay <br />District Expansion and Elan Development Projects identified mitigation measures that are to be include in the <br />design, construction, and operation of the MEMU. The air quality and greenhouse gas related measures <br />included in the MMRP have been provided in Appendix E.
