Cabrillo at First Mixed-Use Residential Air Quality, Global Climate Change, HRA, and Energy Impact Analysis vi 19386 Greenhouse Gases Project-related GHG emissions would not exceed the SCAQMD draft screening threshold of 3,000 MTCO2e per year for all land uses. Furthermore, the project's GHG emissions would not exceed the SCAQMD screening threshold (based on EO S-3-05). The project would not conflict with the goals of AB-32, SB-32, or the City of Santa Ana CAP; therefore, the project would not conflict with an applicable plan, policy or regulation of an agency adopted for the purpose of reducing the emissions of greenhouse gases and impacts are considered to be less than significant. Energy For new development such as that proposed by the Cabrillo at First Mixed-Use Residential project, compliance with California Building Standards Code Title 24 energy efficiency requirements (CalGreen), are considered demonstrable evidence of efficient use of energy. As discussed below, the project would provide for, and promote, energy efficiencies required under other applicable federal and State of California standards and regulations, and in so doing would meet or exceed all California Building Standards Code Title 24 standards. Moreover, energy consumed by the project’s operation is calculated to be comparable to, or less than, energy consumed by other mixed-use residential uses of similar scale and intensity that are constructed and operating in California. On this basis, the project would not result in the inefficient, wasteful, or unnecessary consumption of energy. Impacts are considered to be less than significant. 6/27/2022 Planning Commission 2 –53
