Cabrillo at First Mixed-Use Residential <br /> Air Quality, Global Climate Change, HRA, and Energy Impact Analysis <br /> 24 19386 <br />AIR QUALITY STANDARDS <br /> <br />Significance Thresholds <br /> <br />Appendix G of the State CEQA Guidelines <br /> <br />Appendix G of the State CEQA Guidelines states that, where available, the significance criteria established by <br />the applicable air quality management district or air pollution control district may be relied upon to make a <br />significance determination. Pursuant to Appendix G, the project would result in a significant impact related to <br />air quality if it would: <br /> <br />▪ Conflict with or obstruct the implementation of the applicable air quality plan; <br />▪ Result in a cumulatively considerable net increase of any criteria pollutant for which the project region is <br />nonattainment under an applicable federal or state ambient air quality standard; <br />▪ Expose sensitive receptors to substantial pollutant concentrations; or <br />▪ Result in other emissions (such as those leading to odors) adversely affecting a substantial number of <br />people. <br /> <br />The CEQA Guidelines Section 15064.7 provides the significance criteria established by the applicable air <br />quality management district or air pollution control district, when available, may be relied upon to make <br />determinations of significance. The potential air quality impacts of the project are, therefore, evaluated <br />according to thresholds developed by SCAQMD in their CEQA Air Quality Handbook, Air Quality Analysis <br />Guidance Handbook, and subsequent guidance, which are listed below.3 Therefore, the project would result <br />in a potentially significant impact to air quality if it would: <br /> <br />AIR-1: Conflict with or obstruct the implementation of the applicable air quality plan; <br /> <br />AIR-2: Violate any air quality standard or contribute substantially to an existing or projected air quality <br />violation as a result of: <br /> <br />▪ Criteria pollutant emissions during construction (direct and indirect) in excess of the SCAQMD’s regional <br />significance thresholds, <br />▪ Criteria pollutant emissions during operation (direct and indirect) in excess of the SCAQMD’s regional <br />significance thresholds. <br /> <br />AIR-3: Result in a cumulatively considerable net increase of any criteria pollutant for which the project region <br />is nonattainment under an applicable federal or state ambient air quality standard (including releasing <br />emissions which exceed quantitative thresholds for ozone precursors); <br /> <br />AIR-4: Expose sensitive receptors to substantial pollutant concentrations that would: <br /> <br />▪ Exceed SCAQMD’s localized significance thresholds, <br />▪ Cause or contribute to the formation of CO hotspots. <br /> <br />AIR-5: Create objectionable odors affecting a substantial number of people. <br /> <br />The SCAQMD is in the process of developing an Air Quality Analysis Guidance Handbook to replace the <br />CEQA Air Quality Handbook. In the interim, supplemental guidance has been adopted by the SCAQMD.
