Cabrillo at First Mixed-Use Residential <br /> Air Quality, Global Climate Change, HRA, and Energy Impact Analysis <br /> 26 19386 <br /> <br />The proposed project involves the development of the site with residential uses; however, the entire project <br />site is located within 500 feet of the Interstate 5 Freeway. Therefore, the potential for freeway-related health <br />risks associated with the proposed project is examined in Section 3 of this report. <br /> <br />Odor Impacts <br /> <br />The SCAQMD CEQA Handbook states that an odor impact would occur if the proposed project creates an <br />odor nuisance pursuant to SCAQMD Rule 402, which states: <br /> <br />A person shall not discharge from any source whatsoever such quantities of air contaminants or other material <br />which cause injury, detriment, nuisance, or annoyance to any considerable number of persons to the public, <br />or which endanger the comfort, repose, health or safety of any such persons or the public, or which cause, or <br />have a natural tendency to cause, injury or damage to business or property. <br /> <br />The provisions of this rule shall not apply to odors emanating from agricultural operations necessary for the <br />growing of crops or the raising of fowl or animals. <br /> <br />If the proposed project results in a violation of Rule 402 with regards to odor impacts, then the proposed <br />project would create a significant odor impact. <br /> <br /> <br />266/27/2022 <br />Planning Commission 2 –79
