<br />Program and Funding Description
<br />Fair housing education, counseling & enforcement services combined with landlord -tenant counseling will be provided
<br />citywide to current or potential Santa Ana housing providers and consumers. While almost all those served (about 95%)
<br />will be income eligible under CDBG program standards, anyone contacting us regarding housing -related issues in Santa
<br />Ana will be served. Services will be provided largely via telephone, e-mail and facsimile, from our office in Santa Ana,
<br />with in -person and walk-in services provided in the community or at our office, as public health considerations allow, as
<br />needed and appropriate. Some program activities, mostly education and outreach or workshops, will occur virtually or at
<br />various sites within Santa Ana. Our office hours are 9:00 am to 1:00 pm and 2:00 pm to 6:00 pm, Monday to Thursday,
<br />and 9:00 am to 1:00 pm and 2:00 pm to 5:00 pm every other Friday. Walk-ins are welcome at any time, as public health
<br />considerations allow, and appointments are available. Community events and workshops can occur on any day or time,
<br />with workshops attempted to be scheduled to accommodate clients normal working hours. We have extended office
<br />hours until 7:00 pm on the 3rd Wednesday of the month to enhance client access outside of normal working hours.
<br />Specific services are:
<br />A. FAIR HOUSING ENFORCEMENT: - Respond to 12 or more allegations of discrimination that are sufficiently
<br />meritorious to open a case file. We will address all allegations of housing discrimination made by current or potential
<br />Santa Ana households. If fewer than 12 case files are opened, to compensate, we will perform paired, on -site audit tests
<br />of multi -family housing, substituted on a one -for -one basis.
<br />B. COMMUNITY EDUCATION: - Involvement in at least 30 Santa Ana education and outreach events, either
<br />presentations, virtual sessions or information tables, reaching over 450 heads of households, and about 1,050 residents
<br />in all. Distribute at least 3,600 pieces of educational material or information packets. Offer a poster/essay contest within
<br />Santa Ana elementary schools. Hold 3 landlord workshops, with 2 in English and 1 in Spanish, and 8 tenant workshops,
<br />with 4 in English, 3 in Spanish and 1 in Vietnamese. Conduct presentations on landlord -tenant and fair housing laws as
<br />requested by City staff of elected officials. Provide training and technical assistance to City staff as well as to real estate
<br />agents, lenders, apartment managers/owners, and other housing industry professionals.
<br />C. LANDLORD/TENANT COUNSELING: Handle about 900 requests for service, from about 860 unduplicated
<br />households comprised of about 3,500 people, addressing about 2,910 inquiries, disputes or issues. Most discrimination
<br />occurs within the landlord -tenant relationship, so this service facilitates our primary goal by assisting in uncovering
<br />possible housing discrimination. About 30% of the discrimination investigative caseload comes from contacts that were
<br />initially presented as landlord -tenant disputes or issues. We will assist housing consumers and providers in resolving
<br />questions and avoiding disputes over evictions, deposit returns, substandard conditions, and other landlord -tenant
<br />matters, including the City's Rent Stabilization and Just Cause Termination ordinances. Staff members counsel housing
<br />consumers and providers about both their rights and responsibilities.
<br />D. CITY ADMINISTRATIVE SUPPORT: - Provide data collection, analysis and reporting to City of Santa Ana CDBG
<br />administrators, as well as HUD auditors, as required. As requested we will assist in the preparation of fair housing action
<br />plans, and will provide annual accomplishment data for inclusion in the City's Consolidated Annual Performance and
<br />Evaluation Report (CAPER). We will support efforts to implement actions to overcome impediments to fair housing
<br />choice and reporting of actions and progress to HUD.
