While almost all those served <br />(about 95%) will be income eligible under CDBG program standards, anyone contacting us regarding housing - <br />related issues in Santa Ana will be served. Services will be provided largely via telephone, e-mail and facsimile, from <br />our office in Santa Ana, with in -person and walk-in services provided in the community or at our office, as public <br />health considerations allow, as needed and appropriate. Some program activities, mostly education and outreach or <br />workshops, will occur virtually or at various sites within Santa Ana. Our office hours are 9:00 am to 1:00 pm and <br />2:00 pm to 6:00 pm, Monday to Thursday, and 9:00 am to 1:00 pm and 2:00 pm to 5:00 pm every other Friday. Walk- <br />ins are welcome at any time, as public health considerations allow, and appointments are available. Community <br />events and workshops can occur on any day or time, with workshops attempted to be scheduled to accommodate <br />clients normal working hours. We have extended office hours until 7:00 pm on the 3rd Wednesday of the month to <br />enhance client access outside of normal working hours. <br />Specific services are: <br />A. FAIR HOUSING ENFORCEMENT: - Respond to 12 or more allegations of discrimination that are sufficiently <br />meritorious to open a case file. We will address all allegations of housing discrimination made by current or potential <br />Santa Ana households. If fewer than 12 case files are opened, to compensate, we will perform paired, on -site audit <br />tests of multi -family housing, substituted on a one -for -one basis. <br />B. COMMUNITY EDUCATION: - Involvement in at least 30 Santa Ana education and outreach events, either <br />presentations, virtual sessions or information tables, reaching over 450 heads of households, and about 1,050 <br />residents in all. Distribute at least 3,600 pieces of educational material or information packets. Offer a poster/essay <br />contest within Santa Ana elementary schools. Hold 3 landlord workshops, with 2 in English and 1 in Spanish, and 8 <br />tenant workshops, with 4 in English, 3 in Spanish and 1 in Vietnamese. Conduct presentations on landlord -tenant <br />and fair housing laws as requested by City staff of elected officials. Provide training and technical assistance to City <br />staff as well as to real estate agents, lenders, apartment managers/owners, and other housing industry <br />professionals. <br />C. LANDLORD/TENANT COUNSELING: Handle about 950 requests for service, from about 905 unduplicated <br />households comprised of about 3,680 people, addressing about 2,910 inquiries, disputes or issues. Most <br />discrimination occurs within the landlord -tenant relationship, so this service facilitates our primary goal by assisting <br />in uncovering possible housing discrimination. About 30% of the discrimination investigative caseload comes from <br />contacts that were initially presented as landlord -tenant disputes or issues. We will assist housing consumers and <br />providers in resolving questions and avoiding disputes over evictions, deposit returns, substandard conditions, and <br />other landlord -tenant matters, including the City's Rent Stabilization and Just Cause Termination ordinances. Staff <br />members counsel housing consumers and providers about both their rights and responsibilities. <br />23-24 Exhibit A <br />
