ii. Conducting monthly outreach to residents and community groups and <br /> prioritizing communities that are most impacted by policing and police <br /> violence. <br /> iii. Providing support services to impacted community members. <br /> iv. Conducting investigations. <br /> v. Making recommendations to the Board regarding administrative action, <br /> including possible discipline and policy issues. <br /> vi. Assisting with mediation to resolve disputes. <br /> vii. And other issues of concern to the community. <br /> B. The selection process for OAT staff shall be as follows: <br /> 1. Beginning sixty (60) days after the City Council's confirmation of the first group <br /> of Board members and alternates, the Director shall be appointed by the City <br /> Manager based on the hiring recommendation of the Board. <br /> i. Board members shall be engaged in the hiring process and interviews for <br /> the Director, including development of job description, priorities for <br /> candidates qualifications, and interview questions. <br /> ii. The City Manager shall hold a public and accessible forum with final <br /> candidates, to allow community questions for candidates. <br /> iii. Board members shall make the final candidate recommendation to the <br /> City Manager. <br /> 2. The Director shall hire one or more attorneys as staff to advise and represent the <br /> OAT and Board with respect to its work, provided: <br /> i. Any such attorney is admitted to the State Bar of California; and <br /> ii. Any such attorney must not provide legal advice or representation to any <br /> department or function of the City of Santa Ana other than the OAT; and <br /> iii. All financial, personnel and administrative functions of any such attorney <br /> shall be under the jurisdiction of the City Manager or Director and shall <br /> not be under the jurisdiction of the City Attorney. <br /> iv. In the event that additional, non-OAT staff legal counsel is needed to <br /> advise and represent the OAT with respect to its work, such counsel may <br /> be obtained, provided: <br /> 1. Counsel is retained pursuant to the standard terms of <br /> engagement used by the City Attorney, including any limitations <br /> on fees or costs; and <br /> 10 <br />
