<br /> Resolution No. 2022-XXX <br />Page 3 of 9 <br />gross floor area for display and storage of alcoholic <br />beverages, which is the maximum threshold established by <br />the SAMC. In addition, operational standards will ensure the <br />project remains in compliance with all applicable codes and <br />regulations related to alcohol sales to ensure that the use <br />does not impact neighboring properties or create an attractive <br />nuisance. <br />5. That the proposed use will not adversely affect the General Plan of <br />the city or any specific plan applicable to the area of the proposed <br />use. <br /> <br />The proposed sale of alcoholic beverages for on premise <br />consumption at this location will not adversely affect the <br />General Plan or any specific plan. The granting of this CUP <br />supports several goals and policies contained in the General <br />Plan. Policy 1.1 of the General Plan Land Use Element <br />encourages development that fosters compatibility between <br />land uses to enhance livability. The eating establishment <br />would be located within a suite previously occupied by similar <br />land uses where request for the ABC License would not alter <br />the nature of the business but rather afford them the <br />opportunity to offer a full-service dining experience. It is not <br />anticipated to introduce new impacts and thus remain <br />consistent with the surrounding environment. Policy 2.6 of the <br />Land Use Element promotes rehabilitation of properties and <br />encourages increased levels of capital investment to create a <br />safe and attractive environment. In line with this policy, the <br />applicant is proposing to make onsite improvements to include <br />new finishes, furnishings, and replacing the existing patio <br />enclosure with a glass and wrought iron railing that would <br />open up the space. Furthermore, Policy 2.7 of the Land Use <br />Element supports land use decisions that encourage the <br />creation, development, and retention of business in Santa <br />Ana. Allowing the business the ability to serve beer and wine <br />will allow Roquette Café & Bistro to enhance business <br />offerings and compete with nearby full-service restaurants <br />that offer similar services and thus support the creation of the <br />new business. Moreover, Policy 4.1 of the Land Use Element <br />supports developments that promote complete <br />neighborhoods by encouraging a mix of complementary uses, <br />community services, and people place within a walkable area. <br />Approval of this CUP would promote the success of the eating <br />establishment that would offer various goods within a <br />walkable distance for employees or neighboring residents. <br /> <br />Section 2. In accordance with the California Environmental Quality Act (CEQA) <br />and the CEQA Guidelines, the project is categorically exempt from further review per <br />Section 15301 (Class 1 – Existing Facilities).
