But no one on the council at the last meeting talked about reviewing the <br />procedures and past incidents in the department. When I worked at Dow <br />Chemical I was asked to be part of a number of teams which <br />investigated injuries, releases or near misses. Our goal was to find the <br />root cause and prevent it from happening again. Looking at the <br />procedures was an important part of our work. We looked to see if the <br />procedures were written or not, Were they effective or just <br />words. When were the employees training on the procedures and did <br />they follow them? We learn a lot about the plant and how it operated by <br />just looking at the procedures. <br />Reviewing police procedures is an important part of the police <br />commision. <br /> <br />Do Not Change the Chart of Santa Ana. I do not support changing the <br />charter of Santa Ana. Let the final decision on hiring and firing of police <br />personnel be with our City Manager and Chief. If the city manager or <br />chief is not performing to the standards of the council then they as our <br />elected official can make the change in city manager. Please do give the <br />right to fire police members to a group of criminals ( no matter what you <br />call them) as suggested by some council members. <br /> <br />ACLU guidelines: I am glad that a lady speaking at council read the ACLU <br />guidelines for a Police Commission. I agreed with a few points but not <br />that the commission members should not be from Santa Ana.
