<br />16.Public Hearing Consider an Ordinance to adopt the Fiscal Year 202223 Budget,
<br />Approve a Resolution for Changes to the City’s Basic Classification and
<br />Compensation Plan Budget, and Adopt the SevenYear Capital Improvement
<br />Program
<br />Legal notice published in the Orange County Reporter on May 27, 2022 and June 3,
<br />2022.

<br />Recommended Action: 1. Approve the introduction and first reading of an
<br />Ordinance to adopt the budget for Fiscal Year 202223 (FY2223), which begins on
<br />July 1, 2022 and ends on June 30, 2023. (Exhibit 1 and Exhibit 2)
<br />2. Resolution No. 2022XXX – Adopt a Resolution, to effect certain changes to the
<br />City’s basic classification and compensation plan, such as addition of new
<br />classification titles. (Exhibit 3)
<br />3. Resolution No. 2022XXX – Adopt a Resolution, to effect certain changes to the
<br />City’s basic classification and compensation plan for classifications in the Police
<br />Management Association (PMA) bargaining unit to comply with the Memorandum of
<br />Understanding. (Exhibit 4)
<br />4. Adopt the SevenYear Capital Improvement Program (CIP) beginning FY 202223
<br />through FY 202829, as required by the Orange County Transportation Authority
<br />(OCTA) for Measure M2 eligibility. (Exhibit 5)
<br />5. Deposit $9,506,967 (including $7,748,811 million from the General Fund) into the
<br />Section 115 Pension Trust Fund to implement Pension Debt Strategy.
<br />MINUTES: Mayor Sarmiento opened the public hearing at 5:12 p.m.
<br />Mayor Sarmiento provided a brief summary of the services included in the general
<br />plan.
<br />Information Services Representative, Melanie Torres, reported out on
<br />correspondence received.
<br />Lexi Hernandez with Climate Action Campaign spoke in support of
<br />environmental justice equity policies proposed in the budget. Called for an
<br />environmental justice advocate staff position.
<br />Carl Benninger spoke in favor of a plentiful reserve.
<br />Tomas Castro spoke in support of an environmental justice staff position.
<br />Alejandro Sobrera with Sunrise Movement Orange County spoke in support of an
<br />environmental justice staff position.
<br />Isuri Ramos with Chispa spoke in support of community based organizations
<br />and expanding the Santa Ana WORK center.
<br />Avinash Ramaswamy spoke in support of an environmental justice staff position.
<br />Ayn Craciun with Climate Action Campaign spoke in support of an environmental
<br />justice staff position.
<br />Sue Pelleck spoke in support of additional police officer positions for Santa Ana
<br />Police Department.
<br />Maya Cheav spoke in support of an environmental justice staff position.
<br />Tim Johnson spoke in support of a stabilization fund.
<br />Leonel Flores spoke in support of an environmental justice staff position.
<br />Danny Vega spoke in support additional funding for code enforcement and police
<br />officers.
<br />Mayor Pro Tem Bacerra requested to shift overtime funds to 8 regular full time
<br />police officer positions. Increase sworn authorization to 400 for future funding
<br />additions.
<br />Councilmember Mendoza called attention to the mass shootings in the nation and
<br />supported allocating funds for additional officers.
<br />Councilmember Hernandez requested an increase for arts funding, library services
<br />and for mental health resources. Requested funds for a Chicano
<br />Heritage celebration event.
<br />Councilmember Phan requested a $30,000 allocation for a midautumn festival
<br />event.
<br />Councilmember Lopez requested the Lobbyist registry funding to be considered
<br />prior to midyear.
<br />Mayor Sarmiento closed the public hearing at 8:25 p.m.
<br />Council discussion ensued and direction provided to staff.
<br />Potential Adjustments
<br />1. Shift up to $2 million from PD OT to fund 8 additional Police Officers
<br />2. Increase Sworn authorization to 400 for future funding additions
<br />3. Add $1 million more for mental health
<br />4. Increase Arts Grant Funding from $100,000 to $200,000
<br />5. Add Executive Assistant $105,260
<br />6. $100,000 for Equity, Diversity & Inclusionary Training
<br />7. Increase Graffiti Arts Program (GAP) from $50,000 to $100,000
<br />8. Use PD Budget to establish a Pilot Program for CWE
<br />9. Move $150,000 NonProfit startup grants form onetime to recurring
<br />10. Lobbyist Registry funding of $40,000 prior to Midyear
<br />11. Asian Cultural Event $30,000
<br />12. Chicano Heritage Month $50,000
<br />This public hearing Item Resolution No. 2022047 and Resolution No. 2022
<br />048 were approved.
<br />Moved by Mayor Pro Tem Bacerra, seconded by Councilmember Mendoza to
<br />Adopt as amended.
