Provide the City with a policy, criteria or guidelines to manage future requests from <br />residents in both residential zones (single-family, multi -family, live/work and mix -use) to <br />augment/modify existing parking regulations and can include the following: <br />• Limit the number of permits issued for vehicles per household <br />• Evaluate alternative permit parking options by time of day (e.g. weekends, overnight, <br />etc.) and related issues/challenges. <br />• Evaluate code and policies related to the management of multi -family and <br />commercial developments adjacent to single-family residences. <br />• Identify potential opportunities for shared parking areas including public/private <br />shared use agreements for parking. <br />Revised parking standards for development and planning to adequately address <br />projects parking needs. i.e., use only City of Santa Ana development projects as <br />reference when performing a parking demand analysis. <br />• Evaluate the use of paid parking (Le, parking meters and stalls) in commercial <br />corridors that are adjacent to residential parking areas. <br />• Explore the use of alternative striping for parking including diagonal and <br />perpendicular stalls in multi -family residential areas to maximize parking. <br />• Evaluate parking permit cost by income limits established by Santa Ana Housing <br />Authority housing income limits* OR another appropriate qualifying criterion. <br />• Explore/recommend enforcement technologies, i.e., mobile license plate readers. <br />D. PLAN OF ACTION AND IMPLEMENTATION <br />• Develop an implementation/action plan that addresses recommended actions (parking <br />management strategies), timeframes, costs, staffing, including demand management. <br />Identify those actions that can be done in the short-term to improve program, as well <br />as, long term actions. <br />• Recommend potential revisions to the existing residential permit parking program <br />including revised program options. An elimination option is not to be considered. <br />• Recommend revisions to streamline both Interest Form and Petition approval process. <br />• Perform financial analysis of the City's existing program and recommended program; <br />recommendation new permit fees. <br />City of Santa Ana RFP 22-074 <br />Page Al-3 <br />
