d. UNDERSTANDING OF NEED
Based on the RFP and conversations with the City, we understand
that the City of Santa Ana is seeking qualified firms to provide
professional engineering services for planning, design, and
construction support for domestic water, recycled water, sanitary
sewer, storm sewer, and related facility projects over an initial
three-year term with potential for an additional two-year extension.
We understand that funding sources may vary for each project,
which range from water and sewer main improvements to well
rehabilitation, as listed on the City's 7-Year Capital Improvement
Program (partial list shown at right). Our team brings extensive
experience in these types of projects as well as for the following
service categories listed in RFPAttachment 1 Scope of Work:
1. Planning, Resources, and Design
2. Construction Management
3. Pipeline Design
4. Electrical, Instrumentation & Control
In the team organization chart on page 7, we matched our
resources to each element within these four categories. As
demonstrated in the next section, we have the experience
necessary to respond to the City's needs and efficiently deliver
projects in accordance with applicable codes and standards
such as Title 24 of the California Code of Regulations (California
Building Standards Code), American Water Works Association,
California Department of Transportation, Americans with
Disabilities Act, and City of Santa Ana Municipal Code. Our
team also has the administrative management experience for all
funding sources used to support your CIP program.
Our goal is to be a true partner with the City, and we share
your commitment to maintaining effective operation of
the water system and sanitary sewer system; eliminating
sewer main obstructions; reducing sewer maintenance
requirements; preventing sewer spills; ensuring system
reliability; and protecting water quality.
