has properly considered the resources and <br />schedule needed to complete each task, <br />eliminating surprises during project <br />implementation. <br />Another function is that, through the process of <br />creating the plan and distributing it to our team <br />members, it serves as a primary initial <br />communication provided at the internal kick-off <br />meeting to verify that all team members are <br />completing the project in concert with each <br />other, understanding the reliance on various <br />disciplines, outside influences including <br />subconsultants, permitting agencies and the <br />client. <br />The PMP also provides direction on internal and <br />external communication protocol, design and <br />CAD standards, filing systems/document control, <br />project risks, internal schedule to allow for <br />proper quality reviews, and quality review plan to <br />be followed. We create the work plan and then <br />work the work plan — rigorously — to ensure <br />overall project success for all stakeholders. <br />Project Management <br />To accomplish the project goals, we will utilize <br />proven project management techniques and <br />tools, clearly described in our organized and <br />detailed work plan. From the many similar <br />projects we have completed in the past, we have <br />developed a methodology and philosophy that <br />will serve as the basis for this project. <br />The Project Manager will be responsible for <br />making certain that the project meets schedule, <br />budget, and quality goals. He will direct and rely <br />on his team of experienced design managers, <br />engineers, technical staff and subconsultants to <br />carry out the technical details of the project. The <br />Project Manager will provide overall project <br />management including contract administration, <br />and budget, schedule tracking, kick-off and <br />progress meetings and controls, and meeting <br />the project's quality goals. <br />We rely on systematic management procedures <br />to ensure the project is delivered on time, and <br />within budget. Tetra Tech will implement <br />standard project controls to monitor and <br />evaluate project progress. A detailed critical path <br />schedule with milestone submittal dates and a <br />projected project expenditure curve will be <br />developed. A centralized computer -based <br />project accounting system will be used to quickly <br />and accurately monitor the expenditure of <br />person hours and dollars. Budget status for the <br />entire project, as well as budget status for <br />individual tasks, will be monitored so that <br />comparisons and contingency plans can be <br />developed as needed throughout the life of the <br />project. The accurate accounting of project <br />expenditures, coupled with a detailed critical <br />path schedule incorporating milestone <br />submittals, will enable Tetra Tech to monitor <br />total project status and therefore modify our <br />project work plan at the earliest indications of <br />deviations from the initial plan. <br />The Project Manager is committed to effective <br />communication and accurate documentation as <br />they are fundamental to the success of the <br />project. Meeting minutes, schedule, <br />memoranda, monthly progress reports, decision <br />logs, and other information will be made <br />available for the project team and to the City. <br />The Project Manager will be proactive in <br />communicating through telephone calls, emails, <br />and one-on-one meetings. <br />Communications <br />Our approach to this project includes a <br />"teamwork and partnering" style with the City. <br />We are hired for our resources, expertise, <br />independent thought, technical background, and <br />problem -solving abilities. We also recognize that <br />the City possesses these same attributes of past <br />experiences, knowledge, and innovative ideas. <br />Therefore, we understand that it is imperative to <br />work closely with your staff to ensure a <br />successful project. <br />The Tetra Tech team's goal is to keep the City's <br />staff informed from day one of the project. <br />Communication tools include formal progress <br />reports, meeting agendas and minutes, e-mail <br />and an informal give-and-take approach starting <br />with our Project Manager and extending to every <br />member of the Tetra Tech project team. Our <br />Project Manager will be responsible for day-to- <br />day communications. However, at the project <br />outset, a chain of command and communication <br />methods will be set-up and agreed upon. <br />Schedule Control <br />Tetra Tech will implement standard project <br />controls to monitor and evaluate project <br />progress.
