Proposal to Provide Water Sewer, and Public Works Grant Writing Services <br />P 9 <br />B. AGREEMENT STATEMENT <br />ESS is aware of all responsibilities and provisions outlined in the standard agreement and takes <br />no exceptions. <br />C. UNDERSTANDING OF NEED <br />City of Santa Ana has been proactively seeking grant and alternative funding for ahead of the <br />current environment with ample funding for infrastructure. City's commitment to help its <br />residents by obtaining grant funding has provided a significant contribution to implementing key <br />capital projects while lowering cost of service. With all the federal and state budget funding for <br />climate change and infrastructure improvements, City is in a very good position to align its <br />objectives with those of funding agencies and attract more funding for its water, sewer, parks <br />and a variety of public works projects. <br />ESS is a multi -disciplinary grant funding company and is one of the leading consultants in <br />preparation of successful grants for the U.S. Bureau of Reclamation and other federal <br />organizations such as EPA, Department of Parks and Recreation, FEMA/CalOES, and many <br />other federal and state funding agencies. ESS team members have a diversified experience that <br />ranges from planning and design of utility projects to emergency preparedness and parks and <br />recreation projects. ESS has also been very successful in obtaining funding from new funding <br />sources that will recommend to the City for consideration. <br />✓ ESS obtained $9 million for the City of Carlsbad Veterans Park and the neighborhood <br />improvements in two years. <br />ESS worked directly with local representative offices to identify potential projects for funding and <br />prepare the application packages. We believe several City projects will be ideal candidates for <br />this funding. ESS can work directly with the representative's office to learn more about the local <br />preference and tailor an application for funding. We stay updated with new developments in the <br />federal and local funding arena and will be able to offer grant sources matching City projects <br />The ESS team believes in a full -circle approach to obtaining grant funding. This approach and <br />the methodology behind it will encompass all aspects of the grant research, application <br />development and management services identified in the RFP. <br />1. Develop Funding Strategy <br />Conduct funding research to identify grant resources including but not limited to federal, <br />state, and local agencies, as well as private foundations that fund municipalities for <br />opportunities that match a specific the City project or program, the City's strategic goals, <br />legislative platform, or policy objectives <br />Research grant opportunities identified by the City <br />Provide the City with a summary of potential funding opportunities relevant to its needs <br />on an on -going basis <br />2. Grant Writing Assistance <br />• Identify projects and analyze components that not only meet the funding requirements <br />but are likely to rank high for award <br />
