Proprietary tools, such as our Work Plan Structure (WPS), in <br />conjunction with our team's extensive experience and relationships with funding agencies, make <br />this process easy. ESS office consists of 12 people. <br />John Robinson Consulting (JRC) Subconsultant: <br />John has more than 25 years of experience in engineering consulting, construction management, <br />project leadership/project management, operational/fiscal management and market sector <br />strategy development focused most recently on obtaining local, State and Federal grants and/or <br />loans for public agencies and special districts. He assisted in pre and post grant award <br />administration managing the U.S. Bureau of Reclamation Title XVI funding, State Revolving Fund <br />(SFR) Proposition 50, State Water Resources Control Board (SWRCB)Proposition 13, <br />Department of Water Resources Proposition 84 Rounds 1-4, Metropolitan Water District of <br />Southern California Local Resources Program and Recycled Water Retrofit Program monies in <br />order to complete the approximately $182 million of storm water and recycled water projects <br />for clients in southern California.
