Proposal for Cannabis Management Services <br />for the City of Santa Ana <br />II. PROPOSED SCOPE OF SERVICES <br />August 2, 2022 <br />The City of Santa Ana allows all types of commercial cannabis business other than outdoor <br />cultivation. Cannabis businesses are only allowed in the M1 and M2 industrial zoning districts <br />of the City. Cannabis retailers are limited to a total of 20 regulatory safety permits (RSPs) for <br />medicinal retailers and 30 RSPs for adult use retailers. The City does not impose any numerical <br />limitations on other commercial cannabis business types. <br />The City is requesting that HdL provide general consulting and subject matter expertise to assist <br />the City with the ongoing development and implementation of its cannabis regulatory program. <br />Such consulting may include assistance with regulation, compliance, policy development, <br />taxation, fiscal analysis, and audit issues. <br />Objective 1: Technical Assistance and Subject Matter Expertise <br />HdL will provide up to 40 hours of general consulting to be utilized on an as -needed basis at <br />the City's request. These hours may be used to assist the City with any services relative to the <br />commercial cannabis industry, including regulation, compliance, policy development, taxation, <br />fiscal analysis, and audit issues. These hours may also include technical assistance, subject <br />matter expertise, education, monitoring of changes to State laws and regulations, participation <br />in conference calls, responding to staff inquires via phone and email, reviewing staff reports to <br />the City Council, assisting with responses to inquiries from the public, or other issues yet to be <br />determined as requested by the City. <br />HdL© Companies <br />
