Strategic <br />pursuits of certain types of grants can have <br />a transformative effect on the City's financial <br />stability, image, and role in the local economy. <br />MINIS is independent and properly licensed to <br />practice in California. <br />MINIS has assembled the most qualified and <br />experienced team to successfully serve under <br />this contract. Leading the MINIS team is Principal <br />Project Manager/Grant Writing Manager, Greg <br />Jaquez, PE, who will be the primary point -of - <br />contact for this contract. Greg has over 36 <br />years of experience in the civil engineering <br />industry including infrastructure project <br />management, stormwater management, <br />water resources policy, legislative <br />management, grants management, and <br />legislative advocacy. Greg is responsible for <br />working directly with the City staff to ensure <br />MNS team members have the expertise <br />specific to the task or project at hand, resulting <br />in providing the City with the best team. <br />Prior to working at MNS, Greg had a 29-year <br />career with the County of Los Angeles and <br />the Los Angeles County Flood Control District <br />where he served as Water Policy Manager, <br />Grants Manager, and staff support for the <br />Greater Los Angeles County (GLAC) Integrated <br />Regional Water Management (IRWM) Region. <br />While at the County, Greg succeeded in <br />securing a $1M WaterSMART Basin Study <br />partnership with the Bureau of Reclamation. <br />The Los Angeles Basin Stormwater <br />Conservation Study was a first -ever climate - <br />change -based water supply study for the <br />Flood Control District. Greg is committed to <br />the success of the assigned tasks completed <br />through this contract. He understands the <br />responsiveness, thoroughness, and quality <br />expected while staying within budget, <br />providing timely service, and delivering work <br />products well before due dates. He places <br />a high value on communicating regularly <br />with the project team to ensure resources <br />are available to accomplish the work and <br />appropriate quality assurance/quality control <br />(QA/QC) reviews are performed on every <br />deliverable, and communicating with City <br />staff on progress, concerns, and coordination <br />issues. Our grant writing team includes staff <br />with PhD credentials, licensed engineers, and <br />experts in their field with most having greater <br />than 15 years of experience. In addition to our <br />Principal Project Manager, our senior team <br />members are efficient and effective project <br />managers and can manage multiple projects <br />at a time. <br />Experience with Successful <br />Grant Awards <br />MINIS has successfully worked with multiple <br />cities across California providing grant writing <br />services for various municipal needs. Grant <br />successes with cities have resulted in funding <br />infrastructure projects in transportation, active <br />transportation, potable water, wastewater, <br />groundwater, stormwater, parks, sustainability, <br />and public facilities. MINIS has worked with cities <br />in the capacity of grant writer, planner, Design <br />Engineer, public outreach specialist, and <br />legislative advocate. <br />MINIS makes concerted efforts to stay engaged <br />with grant making agencies to maintain <br />productive relationships with agency staff. <br />Some of our most regular and closest contacts <br />include staff at the California Transportation <br />Commission, Caltrans, Department of Water <br />Resources, State Water Resources Control <br />Board, State Parks, Department of Housing and <br />Community Development, Federal Highway <br />Administration (FHWA), US Department of <br />Transportation (USDOT), and Bureau of <br />Reclamation. <br />SECTION 2.
