Remand to Staff with Direction for Further Amendment <br />of Proposed RSIJCE Ordinances <br />Dear Honorable Mayor Sarmiento and Council Persons: <br />This Firm represents Kingsley Management Corporation, and its affiliated companies which <br />manage, own, and operate with care and concern for the residents within multiple mobilehome parks, <br />representing 478 resident occupied spaces, in the City of Santa Ana. <br />The efforts of the City Council, City Attorney and Staff have made to bring the RSIJCE <br />Ordinance better in line with the specific and preemptive laws relating to Mobilehome Parks as well as <br />the uniqueness of operating such communities are acknowledged. The proposed RSIJCE Ordinance, <br />combining the existing Just Cause Eviction Ordinance and Rent Stabilization Ordinance, on the consent <br />agenda as a second reading on October 18, 2022, continues to require additional modifications to <br />accommodate such statutes, regulations and case law. Additionally, we point out in this letter an internal <br />inconsistency specifically affecting mobilehome parks.
