cFs��O RID.E.f'CO <br /> �i <br /> October 17, 2022 <br /> To: Santa Ana City Council <br /> On behalf of the Sacramento Lowrider Commission (SLC) and in full support of the Orange County <br /> Car Club; we the SLC supports the repeal of the NO Cruising Ordinance in its entirety. <br /> The No Cruising ordinance was enacted as a means to control cruising. The ordinance, targets <br /> minority individuals who own low-profile vehicles, known as "low riders." The ordinance profiles <br /> and stigmatizes low riders as criminals for owning and driving their vehicles. If the county's <br /> concern is traffic control, there are several existing, non-race preferential and more practical state <br /> vehicle codes to address traffic control. Such as Section California Vehicle Code 22526(a)prohibits <br /> blocking of an intersection because a vehicle did not make it through before a light changed to red. <br /> Lowriders are not"sideshows." We do not spin out, violently perform donuts, burn-out our tires <br /> and endanger the sightseeing public. We are low and slow! <br /> Lowriders have publicized the No Cruising ordinance as an application of the inequities and racial <br /> profiling of a car culture that is family oriented and in itself an expression of the vehicle owner's art <br /> canvas on wheels. <br /> The No Cruising ordinance only relevance is to openly and publicly support racial profiling of the <br /> car owner and car culture that is family friendly and civic minded. The low rider community <br /> voluntarily contributes to the civil duties and economic recovery of the County as we organize food, <br /> toy, water, clothing, and school supply drives. Lowriders contribute to feed the unhoused, bring <br /> prosperity to businesses and contribute to existing non-profit organizations through fundraisers and <br /> participating in parades and social service organizations. <br /> Moving forward, stop the oppression on cruising and repeal the No Cruising ordinance.
