Legal notice was published <br />in the OC Reporter on August 12, 2022 and notices were mailed on August 10, <br />2022. <br />Project Location: 1700, 1720, and 1740 East Garry Avenue located in the <br />Professional (P) zoning district. <br />Project Applicant: Rob Mitchell (Applicant), representing Greenlaw Partners <br />(Property Owner). <br /> <br />Proposed Project: The applicant is requesting approval of two entitlements for <br />the Garry Avenue Business Park, a 91,500­square foot industrial structure: <br />(1) Amendment Application No. 2022­01 to change the property’s zoning district <br />designation from Professional (P) to Light Industrial (M1); and (2) Conditional Use <br />Permit No. 2022­14 to allow the facility to operate as a distribution center. <br />Environmental Impact: In accordance with the California Environmental Quality <br />Act (CEQA) and the CEQA Guidelines, the project is exempt from further review <br />pursuant to Section 15183 of the CEQA Guidelines. A Notice of Exemption, <br />Environmental Review No. 2021­54, will be filed for this project. <br />Recommended Action: 1. Recommend that the City Council adopt an ordinance <br />approving Amendment Application No. 2022­01; and <br />2. Adopt a resolution approving Conditional Use Permit No. 2022­14 as <br />conditioned. <br />Staff provided a brief presentation about the project. Questions and <br />comments made by the Commission include a discussion of the property. <br />Melinda Luthin, William Stevens, and Victoria Yundt submitted written <br />comments to the Commission for their consideration. <br />Rob Mitchell (Applicant) was available for questions posed by the <br />Commission and spoke in favor of the recommended action. <br />William Stevens provided public comment in opposition to the <br />recommended action. <br />John Hanna provided public comment in opposition to the recommended <br />action. <br />Michael Belouv provided public comment in favor of the recommended <br />11/14/2022 <br />Planning Commission a – 5
