As demonstrated above, a Project is ineligible for an exemption pursuant to CEQA Guidelines § 15183 if <br />"there are project -specific significant effects which are peculiar to the project or its site." The City <br />determined that the Project would not result in any new significant effects not discussed in the GPU EIR. <br />Furthermore, the EA concludes the Project would have a less -than -significant greenhouse gas ("GHG") <br />impact (p. 2-99 — 2-100). AB 32 requires California to reduce GHG emissions to 1990 levels by <br />2020.17 Furthermore, AEP guidance states: <br />17 "Health & Safety Code 38550."
