<br />1.Historic Resources Commission Application No. 202227, Historic Register
<br />Categorization No. 202217, And Historic Property Preservation Agreement No.
<br />202224 for the property located at 947 West Buffalo Avenue (historically
<br />known as The Grover Collins House) located in the Single Family Residential
<br />(R1) zoning district. Andrea Dumovich Heywood, Case Planner
<br />Project Applicant: Matthew L. and Robert D. Hale
<br />Project Description: The applicant is requesting approval of Historic Resources
<br />Commission Application No. 202227, Historic Register Categorization No. 202217,
<br />and Historic Property Preservation Agreement No. 202224 to allow the placement and
<br />categorization in the Santa Ana Register of Historical Properties as Key for the above
<br />mentioned property and to execute a Historic Property Preservation Agreement with
<br />the City of Santa Ana.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
<br />and the CEQA Guidelines, the project is exempt from further review under Section
<br />15331, Class 31, as this action is designed to preserve a historic resource.
<br />Categorical Exemption No. ER2022125 will be filed for this project.
<br />Recommended Action: 1. Adopt a resolution approving Historic Resources
<br />Commission Application No. 202227 and Historic Register Categorization No. 2022
<br />17 (Exhibit 1).; and
<br />2. Recommend that the City Council authorize the City Manager and Clerk of the
<br />Council to execute the attached Mills Act agreement with Matthew L. and Robert D.
<br />Hale, subject to nonsubstantive changes approved by the City Manager and City
<br />Attorney (Exhibit 2).

<br />Project Description: The applicant is requesting approval of Historic Resources
<br />Commission Application No. 202223, Historic Register Categorization No. 202216,
<br />and Historic Property Preservation Agreement No. 202223 to allow the placement and
<br />categorization in the Santa Ana Register of Historical Properties as Contributive for the
<br />above mentioned property and to execute a Historic Property Preservation Agreement
<br />with the City of Santa Ana.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
<br />and the CEQA Guidelines, the project is exempt from further review under Section
<br />15331, Class 31, as this action is designed to preserve a historic resource.

<br />APPEAL INFORMATION: The formal action by the Commission shall become effective after
<br />the tenday appeal period. An appeal from the decision or requirement of the Commission
<br />may be made by any interested party, individual, or group. The appeal must be filed with the
<br />Clerk of the Council, accompanied by the required filing fee, and a copy sent to the Planning
<br />Department, within ten days of the date of the Commission's action, by 5:00 p.m. If the final
<br />day to appeal falls on a City Hall observed holiday or a day when City hall is closed, the final
<br />day to appeal shall be extended to the next day City Hall is open for public business. Please
<br />note: Under California Government Code Sec. 65009, if you challenge in court any of the
<br />matters on this agenda for which a public hearing is to be conducted, you may be limited to
<br />raising only those issues which you (or someone else) raised orally at the public hearing or in
<br />written correspondence received by the Commission or City Council at or before the hearing.
