Upon consideration of the <br />application, it is recommended that the City enter into a Historic Property Preservation <br />Agreement. <br />Following the purchase of the home in 2017, the property underwent improvements <br />including interior and exterior upgrades and restoration. The overall exterior work included <br />window restoration (which maintained the original window frames and glass), driveway <br />gate repair, and painting in 2019. The following year, exterior work involved front door <br />hardware restoration and landscape improvements. In 2022, landscape improvements <br />continued and exterior light fixtures were improved with period-correct pieces. Overall, <br />future improvements proposed by the homeowner during the initial ten years of the Mills <br />Act Agreement include replacing the garage door, painting, chimney maintenance, <br />replacement of wood shingle roof in-kind to match existing, driveway and rear patio <br />concrete repair, and general on-going maintenance. During the 2022 site visit, staff noted <br />that the building’s roof maintains compatible wood shingles, which is a character defining <br />feature of the house. The owner desires to maintain the roof’s wood shingle style and will <br />work with staff to ensure that the proposed new roof will be compatible and maintain the <br />existing wood shingle look and/or material as part of the Mills Act Agreement for this <br />property. <br />As part of the mills act approval process, staff will work with the applicant to ensure that <br />a bronze plaque is installed honoring and recognizing the structure. The plaque will <br />include the historic name, address, year built, and local historic register designation. <br />Lastly, the site will be subject to general maintenance and upkeep requirements including, <br />but not limited to, replacement or restoration of damaged character-defining features, <br />landscaping upkeep, painting, etc. These improvements will be subject to review and <br />approval by staff. Upon consideration of the application, it is recommended that the City <br />enter into a Historic Property Preservation Agreement. <br />Public Notification <br />The subject site is located within the West Floral Park Neighborhood Association. The <br />president of this Neighborhood Association was notified by mail 10 days prior to this public <br />hearing. In addition, the project site was posted with a notice advertising this public <br />hearing, a notice was published in the Orange County Reporter and mailed notices were <br />sent to all property owners within 500 feet of the project site. At the time of this printing, <br />no correspondence, either written or electronic, has been received from any members of <br />the public. <br />ENVIRONMENTAL IMPACT <br />Pursuant to the California Environmental Quality Act (CEQA) and the CEQA Guidelines, <br />the project is exempt from further review pursuant to Section 15331 of the CEQA <br />Guidelines (Class 31 – Historical Resource Restoration/Rehabilitation) as these actions <br /> <br />Historic Resources Commission 20 1/19/2023 <br />
