The article depicts the problems associated with returning the officer to work (RTW), <br /> based on medical restrictions. There are many questions here and to be clear the claim <br /> was not initially fraudulent. It developed into fraud during the claim process. <br /> It would seem if the City wants to start breaking the cost curve in worker's <br /> compensation, RTW might be a good place to start not just for fraud prevention but <br /> moving claims toward closure and reducing costs. <br /> A commitment was made by the City Manager to present a long term plan for <br /> addressing this problem, which if not properly managed will only get worse and burden <br /> the City and in effect its residents. <br /> As of 6/30/22, there are $38,000,000 in (audited) workers' compensation reserves and <br /> to me that looks like an ample opportunity to save the taxpayers money and <br /> preserve important services. <br /> The responsibility to drive accountability with City Staff is that of the entire council not <br /> the outside citizen.
