The article depicts the problems associated with returning the officer to work (RTW),
based on medical restrictions. There are many questions here and to be clear the claim
was not initially fraudulent. It developed into fraud during the claim process.
It would seem if the City wants to start breaking the cost curve in worker's
compensation, RTW might be a good place to start not just for fraud prevention but
moving claims toward closure and reducing costs.
A commitment was made by the City Manager to present a long term plan for
addressing this problem, which if not properly managed will only get worse and burden
the City and in effect its residents.
As of 6/30/22, there are $38,000,000 in (audited) workers' compensation reserves and
to me that looks like an ample opportunity to save the taxpayers money and
preserve important services.
The responsibility to drive accountability with City Staff is that of the entire council not
the outside citizen. I would recommend you have a serious conversation on this
particular topic if you have not already done so.
VICTOR D MENDEZ
r.
2
