Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 14 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />March 21, 2023 <br />TOPIC: Lincoln Avenue Water and Sewer Main Improvements <br />AGENDA TITLE <br />Approve an Amendment to the Project Cost Analysis to Add $343,000 to an Existing <br />Construction Contract with Big Ben, Inc. for a Revised Estimated Project Delivery Cost <br />of $2,343,000, for the Lincoln Avenue Water and Sewer Main Improvements Project <br />(Project Nos. 22-6468 and 22-6620) (Non -General Fund) <br />RECOMMENDED ACTION <br />Approve an amendment to the Project Cost Analysis to reflect the new amount of <br />$571,235 for project contingency for unanticipated or unforeseen work, for a total <br />construction delivery cost of $2,343,000, subject to non -substantive changes approved <br />by the City Manager and City Attorney. <br />DISCUSSION <br />On April 19, 2022, the City Council authorized the award of a construction contract to <br />Big Ben, Inc. to construct new Water, Sewer, and Street Improvements (Exhibit 1). <br />During construction, unforeseen obstructions were found underground that required <br />removal to continue with the underground water and sewer improvements. The project <br />is located next to a railroad track where miscellaneous concrete slab, rebar, and box <br />culvert were buried under Lincoln Avenue and were in the way of the new water and <br />sewer line alignment and street improvement. As a result of the extensive excavations <br />caused by the unforeseen obstructions, the National Pollutant Discharge Elimination <br />System (NPDES) regulations were triggered, requiring the project to add a stormwater <br />treatment unit "filterra" to treat the water runoff into the City storm drain. <br />Approval of the recommended action will allow completion of the project including <br />change orders and additional required work.
