Housing Development <br />Santa Ana faces issues such as adapting to changing housing market conditions, meeting <br />state mandated regional housing needs goals, furthering quality housing and <br />neighborhoods, accommodating social and economic diversity, assisting residents with <br />special housing needs, and supporting the City's long-term economic development. The <br />Housing Element establishes a vision, goals, policies, and programs to address these <br />issues. This section highlights the various efforts completed in 2022 toward realizing <br />those goals and implementing the listed programs and actions. The complete Housing <br />Element Annual Progress Report is organized as a separate document (Attachment B) in <br />with the required data and format required by State of California Housing and Community <br />Development. <br />R1Regional Housing Needs Allocation <br />The City's regional housing needs allocation (RHNA) determined by the Southern <br />California Association of Governments (SCAG) is 3,137 housing units for the 6t" cycle <br />2021— 2029 planning period. Within this housing goal, the City is required to plan for four <br />income and affordability goals: very low, low, moderate, and above moderate. The City's <br />RHNA by affordability level is 606 units of housing affordable to very low-income <br />households, 362 units of housing affordable to low-income households, 545 units of <br />housing affordable to moderate -income households, and 1,624 units of housing <br />affordable to above moderate income households. <br />R1Permits Issued <br />There were a total of 901 building permits issued for new housing units in Santa Ana in 2022; <br />of which 191 housing units are affordable to very low-income and 102 to low-income <br />households, respectively.
