01 <br />ADU Production <br />The City established its accessory dwelling unit (ADU) provisions in 2003. Most recently, <br />the City adopted an urgency ordinance (Ordinance No. NS-3030) December 6, 2022, to <br />amend the local ADU ordinance to render it consistent with changes to state law that took <br />effect January 1, 2023. <br />As part of the Housing Element Update, the City surveyed the type and location of ADUs <br />to understand the demand for housing. A majority of ADUs were detached products built <br />in the Single -Family Residence (R1) zoning district. Moreover, SCAG surveyed ADUs <br />across the region to gather rent and affordability data for different income groups. The <br />survey found that 25 percent were affordable to very low-income households, 43 percent <br />to low-income households, and 30 percent to moderate -income households. This <br />demonstrates that affordable units are being constructed throughout the region and city, <br />from lower to higher income areas, furthering fair housing. Based on the findings of the <br />survey, HCD certified the use of SCAG's percentage based methodology for categorizing <br />affordability levels for non -deed restricted ADUs for all jurisdictions in the SCAG region. <br />In 2022, the following number of ADU applications were submitted*: <br />In 2022, the following number of ADU permits were issued*: <br />In 2022, the following number of ADUs were built*: <br />*SCAG methodology used to determine ADU affordability levels. <br />City Council 8 — 18 3/21/2023 <br />
