<br />B - Contract Agreement Statement
<br />ECORP has no objections to the Agreement as stated in Attachment 2 of the RFP.
<br />C - Firm and Team Experience
<br />ECORP Consulting, Inc. (ECORP) will be the prime contractor and will lead the consultant
<br />team. ECORP will provide expertise in California Environmental Quality Act (CEQA) and
<br />National Environmental Policy Act (NEPA) documentation, including Categorical Exemptions
<br />(CEs); Initial Study (IS) checklists; Mitigated Negative Declarations (MNDs); Environmental
<br />Impact Reports (EIRs); Addenda, Supplemental, and Subsequent documents; responses to
<br />comments; statements of overriding considerations; and notices. ECORP will also provide
<br />technical expertise in biological resources, cultural resources, regulatory permitting, water
<br />resources, air quality/greenhouse gas assessments, noise, and Geographic Information
<br />Systems (GIS). ECORP has included five specialty subconsultants, including two
<br />subconsultants that are DBE and will meet the 8.00% DBE Goal for the contract:
<br />Ninyo and Moore who will provide geology/soils and hazardous materials/waste
<br />expertise
<br />KOA Corporation who will provide traffic studies and preliminary engineering as
<br />required to support environmental analyses
<br />Huitt-Zollars, Inc. and Civil Works Engineers (DBE) who will provide Hydrology/Water
<br />Quality Studies, Water Assessment Studies, Utility/Sewer Studies and SWPPP services
<br />Katherine Padilla & Associates (DBE) who will conduct any public outreach services

<br />Established in 1987, ECORP Consulting, Inc. (ECORP) is a California "S" Corporation that
<br />specializes in assisting government agencies and private clients with a wide range of
<br />environmental services including technical expertise in land use planning; biological, cultural,
<br />and water resources; and regulatory compliance with CEQA and NEPA, Clean Water Act,
<br />federal and state Endangered Species Acts, National Historic Preservation Act (NHPA), and
<br />other laws and regulations. ECORP has well -established working relationships with the
<br />resources agencies, including the U.S. Army Corps of Engineers (USACE), California
<br />Department of Fish and Wildlife (CDFW), Regional Water Quality Control Board (RWQCB), and
<br />the U.S. Fish and Wildlife Service (USFWS).
<br />ECORP is a financially sound firm with five offices (Santa Ana, Redlands, Rocklin, San Diego,
<br />and Chico) serving clients throughout California. Additionally, ECORP maintains offices in
<br />Flagstaff, Arizona and in Santa Fe, New Mexico. ECORP is registered with the Department of
<br />Industrial Relations (#1000012875, expires June 30, 2022). ECORP is a California Small
<br />Business -Public Works (SB-PW) and a Federal Small Business under NAICS code 541620,
<br />among others.
<br />ECORP provides support over the life of a project, from initial baseline studies; to environmental
<br />planning, documentation, and review; permit negotiation, liaison with resource agencies, and
