At this rate, and with all <br /> the major planning projects that are currently listed, the City is in the position to once again receive a <br /> rating of A+for all categories. This is an unfortunate situation. I say this because with current rules <br /> we are not able to get credit for any excess units against the future RHNA cycle goals established by <br /> SCAG. It will be as if they were never built. Therefore, each time we exceed the goals we are <br /> jeopardizing our ability to achieve future RHNA cycle goals. <br /> I would like to encourage the City Council to start the process now to work with SCAG to fix some of <br /> the inequities that exist in determining RHNA goals. At a minimum, cities, and specifically the City of <br /> Santa Ana should be compensated for exceeding RNHA goals.
