ROLL CALL <br />MINUTES: Acting Clerk of the Council Norma Orozco conducted roll <br />Call. Councilmember Hernandez joined the meeting at 4:15 P.M. and <br />Councilmember Penaloza joined the meeting at 4:17 P.M. <br />Councilmembers Hernandez, Lopez, Phan, Mayor Pro Tem Bacerra, and Mayor <br />Sarmiento were present in person. Councilmember Mendoza and Councilmember <br />Penaloza attended via teleconference. <br />CLOSED SESSION ITEMS — The Brown Act permits legislative bodies to discuss <br />certain matters without members of the public present. The City Council finds, <br />based on advice from the City Attorney, that discussion in open session of the <br />following matters will prejudice the position of the City in existing and anticipated <br />litigation: <br />1.
