ACover Letter <br />City of Santa Ana <br />Public Works Agency Water Resources Division <br />220 S. Daisy Avenue, M-85 <br />Santa Ana, CA 92703 <br />Dear Mr. Fernandez, <br />Consistency, responsiveness, and experience have been the foundation of EEC Environmental's (EEC) approach <br />to engineering and consulting services in Southern California for more than a quarter century. These qualities <br />have resulted in EEC being a trusted partner for the City of Santa Ana (City) and many other cities throughout <br />the area. EEC has been providing the City PFAS support services for years, and if asked to continue, creates <br />unmatched consistency with an understanding on how to move any City project quickly and cost-effectively over <br />the finish line. Our "PFAS Owner's Representative" support for the City is a perfect example of our relationship. <br />In mid-2020 when the City was presented with the Carollo Producer's Report outlining the considerable impacts <br />that PFAS will have on the City water supply system, Cesar Barrera and Rudy Rosas called EEC to lend our <br />expertise and guide the City through the many challenges that were to come. EEC dedicated our team of civil and <br />water resource engineers, chemists, and compliance experts to supplement the City's staff in solving complex <br />challenges such as offlining production wells, PFAS sampling compliance, PFAS treatment system design peer <br />review and comment, UCMRS planning, PFAS waste disposal planning, OC Flood Control District permit <br />compliance for well flushing, certified training sessions for City personnel, Well 40 site inspections, and whatever <br />else was needed. Our monthly PFAS calls were critical to address the ever -changing landscape of PFAS <br />compliance and were adjusted to weekly meetings when necessary to facilitate quicker responses to the City's <br />most demanding needs. <br />The EEC professionals discussed throughout this Statement of Qualifications (SOQ) have a wide variety of <br />specialization and qualifications that are applicable to the services requested in the RFP, "On -Call Engineering <br />Design Services for PFAS Treatment Systems; RFP No.: 22-133". EEC wanted to offer the City the best possible <br />PFAS treatment team; therefore, we partnered with Kennedy Jenks (KJ) on this response. <br />KJ is a leading water engineering firm that delivers innovative design, construction, and technology solutions for <br />water projects across the US. More importantly, KJ's team has successfully delivered PFAS treatment system <br />designs for multiple groundwater wells within OCWD's service area.
