OCAC stopped almost all of its spay and neuter <br /> programs for 14 cities in OC during Covid and never restarted them. As a result our rescue, The Ark of San <br /> Juan and all the other OC rescues has been inundated with homeless, sick, injured animals and the amount of <br /> animals we are rescuing is untenable as a nonprofit rescue. We do not have the funding if nothing is done to <br /> stop the overpopulation of animals. Your City has one of the highest numbers of animals that end up at the OC <br /> shelter, suffering from hunger, disease, abandonment and abuse, and ultimately get killed! <br /> To solve this problem, we urge you to please approve and budget for mobile spay and neuter clinics and <br /> vouchers or reimbursements for spay and neuter services provided by nonprofit animal rescues that are working <br /> on the overpopulation crisis in Orange County and specifically in the City of Santa Ana. Unfortunately, most of <br /> the dogs and cats in your city get euthanized daily by the OCAC, as there is almost a non-existent concern for <br /> spay and neuter by the OCAC, so the dogs and cats keep reproducing. This is inhumane and costly for your city <br /> and taxpayers. If you implemented spay and neuter mobile clinics and provided vouchers for TNR to rescues, <br /> the overpopulation crisis would be improved, and you would actually reduce the number of dogs and cats <br /> entering the OCAC, thus saving animals' lives and saving the City of Santa Ana money! <br /> We must stop this inhumane killing of animals and solve the overpopulation crisis, while saving your city and <br /> taxpayers money. <br /> I appreciate your consideration on this issue. <br /> Respectively, <br /> Andrea Friedman <br /> i <br />
