VVVI L %Jl VLI\V IVL_V /-IIVL/ VVI ILVIJLL <br />CEQA/NEPA Documents <br />In our 41-year history, Dudek has prepared more than 3,200 CEQA and NEPA documents. We have a <br />wide range of experience preparing initial studies (ISs), negative declarations (NDs)/MNDs, and EIRs <br />under CEQA as well as preparing Categorical Exclusions, environmental assessments, findings of no <br />significant impact, and environmental impact statements (EISs) under NEPA. <br />NDs/MNDs <br />Task 1. Kickoff <br />Immediately following authorization to proceed on a project, the Dudek project management team will <br />conference with City staff to discuss existing information, information gaps, the schedule, and the <br />project description. We will discuss the latest practices to be followed in the preparation of the <br />NDs/MNDs. Following the kickoff meeting with City staff, we will provide meeting notes. The Dudek <br />project manager will immediately mobilize our staff and subconsultants, and distribute appropriate <br />information to the team on which to base the environmental analysis for the project. <br />Task 2. Project Schedule <br />Dudek will submit a draft schedule at the time of submittal of a detailed work plan for a task order. <br />Immediately following the kickoff meeting, we will adjust the schedule, as necessary, to reflect our <br />growing understanding of the project and to account for any potential changes in the scope. Schedules <br />for NDs and MNDs should not exceed 1 year in length from initial kickoff conference to Council <br />consideration of the ND/MND unless specific complications or project changes arise. Our designated <br />project manager and principal in charge will commit our team to the agreed -upon schedule and submit <br />a final schedule to the City. <br />Task 3. Preparation of the IS <br />Dudek will prepare an IS that will either lead to the adoption of an ND or MND, or require preparation of <br />an EIR. An administrative draft IS will be submitted for staff review prior to finalizing. We will initiate the <br />preparation of an IS by first drafting a detailed project description. The project description is essential to <br />demonstrate a common understanding of the project being analyzed in the IS. The project description <br />will be prepared using the information gathered in Task 1. Developing an accurate baseline setting is <br />essential to serve as the foundation for the environmental analyses. <br />Following the collection and review of existing information and field surreys of the project area, we will <br />synthesize the data into a detailed project description, accompanied by graphics and maps. We will <br />submit a draft of the project description to the City for approval early in the process to verify that we share <br />a common understanding of the project being evaluated. We understand that projects frequently change <br />and develop, and are not always fully defined at the start of the environmental review process. Our staff <br />will work closely with City staff to develop a working project description that provides maximum flexibility <br />for the environmental analysis as we proceed through the environmental review process. <br />On -Call Environmental Services RFP# 21-105 21 <br />
