Proposal to the City of Santa Ana for On -Call Environmental Services <br />mitigation design; and through to construction monitoring and compliance reporting. ECORP <br />brings an experienced team of more than 100 CEQA and NEPA specialists, environmental <br />permitting specialists, environmental analysts, terrestrial and aquatic biologists, wetland <br />specialists, paleontologist, archaeologists/cultural resource specialists, air quality/noise analysis <br />specialists, geographic information systems (GIS) specialists, and unmanned aerial systems <br />(UAS) specialists. <br />ECORP is also experienced in the preparation of Preliminary Environmental Study (PES) forms <br />for projects per Caltrans' Local Assistance Procedures Manual (LAPM). ECORP has used the <br />PES form to consult with Caltrans/FHWA to determine the appropriate NEPA and CEQA <br />document for a project. ECORP staff have prepared Categorical Exclusions/Exemptions <br />(CE/CEs), Environmental Assessments (EA), joint Initial Study/Environmental Assessments <br />(IS/EAs) and Mitigated Negative Declaration/Finding of No Significant Impacts (MND/FONSIs) <br />for a series of projects with Caltrans involvement. In addition, ECORP has prepared technical <br />studies in support of the PES and NEPA/CEQA documents per the requirements from Caltrans' <br />Standard Environmental Reference (SER) and FHWA. These include but are not limited to: <br />Section 106 National Historic Preservation Act (NHPA) compliance, Historic Property Survey <br />Report (HPSR), Natural Environment Studies (NES), Community Impact Assessments (CIA), <br />Section 4(f), and Clean Air Act compliance. Based on our experience with similar projects with <br />Caltrans involvement and federal funding, ECORP understands the added level of effort for <br />NEPA documentation and coordination, including public participation, which needs to be <br />factored into overall schedule for a successful project.
