Proposal to the City of Santa Ana for On -Call Environmental Services <br />and the cost and schedule for completing the project. Our project management philosophy is <br />founded on the following central principles: <br />♦ Dedication and high -priority service, such that all City projects are given the attention <br />required from initiation to completion. <br />♦ Open communication and personalized service, so that the City's needs are <br />understood and acted upon. <br />♦ Awareness of the need to balance schedules and cost, so that project tasks are <br />appropriately focused and completed. <br />♦ Technically and legally defensible documentation, based on our Quality <br />Assurance/Quality Control (QA/QC) process, which includes senior staff technical review <br />and review by our professional technical editor. <br />♦ No substitution of key staff with junior or underqualified staff, so that deliverables are <br />correct and complete the first time. <br />♦ A commitment to excellence, so that the City can be assured that the best service and <br />product will be delivered within the time and budget required. <br />Quality Assurance/Quality Control (QA/QC) <br />ECORP has a very thorough QA/QC program that is the same for each of the types of services <br />listed in Appendix Attachment 1 of the RFP, in that Mr. Olmos will oversee the entire contract. <br />Mr. Olmos, the primary point of contact for the City, will approve the scope of work, schedule, <br />and cost estimate to ensure the appropriate resources are available and committed to each task <br />order and will perform the final reviews on reports and invoices. ECORP has standard outlines <br />and report formats for CEQA and/or NEPA documentation, biological resources technical <br />reports, cultural resources technical reports, and regulatory permitting documentation. These <br />report formats currently meet or exceed the legal and technical standards required by the <br />regulatory agencies that will be involved with City projects. However, we also regularly <br />incorporate analyses and technical data into agency -specific formats, and will utilize the <br />appropriate formats, when required <br />The appropriate Task Manager will be the first person to review reports for content and <br />accuracy. Following the Task Manager's review, ECORP's technical editors and QA/QC <br />Manager, Ms. Surdzial, in the roles of internal technical editors and peer reviewer, will review <br />the document for completeness and provide comments back to the Task Manager. After edits <br />are incorporated, the report will be submitted to the Publications Department for formatting. <br />Once the report has been assembled as a preliminary draft, it will be submitted as a draft to the <br />City. Following the incorporation of City comments by the Task Manager, Ms. Surdzial will <br />complete one final review of the final report prior to its submittal to the City. Our thorough <br />QA/QC program ensures our documents and work products are comprehensive and legally <br />defensible. <br />Responsiveness <br />ECORP understands that work can often be requested on short notice, with short turn -around <br />times.
