The <br /> city's First Source program encourages businesses to hire local residents, <br /> especially for entry- and intermediate-level jobs, and sponsors vocational <br /> training to ensure residents are employment-ready. While the program is <br /> voluntary, some 300 businesses have used it to date, placing more than <br /> 3,000 city residents in local jobs since it was launched in 1986.
