Kleinfelder Statement of Qualifications for On -Call Material Testing and Special Inspection Services <br />for City of Santa Ana. RFP No. 20-111 <br />Shotcrete. Our deputy inspectors will observe shotcrete placement and sample shotcrete materials <br />for appropriate testing. They will observe cores of test panels looking for voids, sand lenses, <br />rebound, or other evidence of inadequate application. <br />Source Inspection. Our deputy inspectors will observe source inspection for concrete and asphalt <br />concrete at mixing plants, and inspection for other materials at their source as required by the project <br />specifications. <br />Painting. Our deputy inspectors will visually observe painting/coatings and/or corrosion protection as <br />required by the project specifications. This inspection may include non-destructive testing of the <br />painting coating thickness and/or non-destructive testing which may include holiday testing to verify <br />materials meet the project requirements. <br />In addition to the standard materials testing and inspections listed above, we can provide <br />other quality control services as requested by the City. The Kleinfelder Team has a team of <br />registered engineers and professionals who can work with the City's staff to recommend test <br />methods on defective work and advise the City of acceptance standards. <br />Independent Assurance Sampling and Testing OAST) Program <br />Kleinfelder's KQMP is designed to be consistent with the requirements of ANSI/ISO/ASQ Q9001-2008, <br />"Quality Management Systems - Requirements", Title 10 of the Code of Federal Regulations, Part 830, <br />Subpart A — "Quality Assurance Requirements" (10CFR830, Subpart A) and implementation guidance <br />provided Department of Energy Order 414.1 D, "Quality Assurance" (DOE O 414.1 D). Our KQMP is <br />generally compliant with other quality requirement documents such as QC-1 (cited in Requests for <br />Proposals by the Department of Defense) and meets Caltrans ISAT program. Our plan is typically <br />invoked on Kleinfelder projects that require sampling/testing other than ANSI/ISO/ASQ Q9001-2008, or <br />1 OCFR830 Subpart A and Caltrans criteria, with no or minimal modification. <br />Our KQMP consists of two parts which include a written overview of Kleinfelder's quality expectations <br />and the specific endorsed Kleinfelder Quality Procedures <br />(KQPs). This plan will be utilized to verify sampling and testing <br />is performed correctly and to ensure that all equipment is <br />properly calibrated and labelled. Additionally, the plan includes <br />our processes to ensure that actions are immediately taken when <br />test results are questionable or when discrepancies are found, <br />and the corrective actions taken upon findings. Our KQMP also <br />includes a continuous review and as needed modifications, to <br />our processes to stay up to date with industry changes and best <br />practices that can benefit Kleinfelder and our clients. <br />Laboratory Accreditations <br />Kleinfelder maintains three southern California laboratories: <br />Ontario, Long Beach, and San Diego. Kleinfelder's <br />laboratories are fully equipped for testing construction <br />materials. Kleinfelder has an in-house QA program to maintain <br />a high level of accuracy and reproducibility in testing services <br />performed by the firm. Experienced technicians perform the <br />laboratory tests under the supervision of a registered <br />professional engineer who will review all test results prior to <br />distribution. Our laboratory will conduct acceptance testing <br />of the materials on the first day when work is performed, <br />and will continue to perform testing until the work is <br />completed.
